The APER is an essential document that details spending as outlined in the UPWP. The APER helps to increase transparency of spending related to transportation planning and transportation activities that occurred within the metropolitan area boundary. This document reviews and “audits” each task for compliance to ensure that Federal, State, and local funds were spent appropriately.
